After completing Requirement.md, determine based on the complexity of the requirements themselves. No codebase analysis needed — decide based solely on the scope of the requirements just written.
Requirement complexity assessment:
FR 1-2 + simple Acceptance Criteria
→ Simple: Assume Planner role (proceed to § 3-6)
FR 3+ or NFR exists or complex criteria
→ Complex: Delegate to Planner (proceed to § 3-7)
